Cagayan de Oro City — On April 21 and 22, 2025, the Cagayan de Oro City Jail-Male Dormitory had the distinct honor of receiving delegates from the International Committee of the Red Cross (ICRC) as part of a two-day monitoring engagement aimed at assessing the treatment and living conditions of Persons Deprived of Liberty (PDL). The distinguished delegation included Mr. Ishfaq Muhammad Khan, Head of Sub Delegation – ICRC Butuan; Mr. Jun Takashima, Protection Delegate – Butuan; Ms. Vicra Joana Garde Lipio, Detention Field Officer – Manila Delegation; and Mr. Erikson John Balingit from the Manila Delegation. The visit was conducted under the leadership of JSUPT MARLON J YMBALLA, DSC, City Jail Warden. The primary objective of the visit was to ensure that the conditions within the facility align with the United Nations Standard Minimum Rules for the Treatment of Prisoners, widely known as the Nelson Mandela Rules. These internationally recognized standards emphasize the importance of preserving human dignity, guaranteeing access to healthcare, and supporting the rehabilitation and development of individuals in custody. On the second day of the visit, ICRC delegates engaged in in-depth dialogues with PDL, including Children in Conflict with the Law, to better understand their living conditions, treatment, and access to fundamental services. These meaningful interactions underscore the shared commitment to uphold the rights and welfare of all individuals within the facility. This two-day engagement not only reaffirms the Bureau of Jail Management and Penology’s (BJMP) two-fold mandate of custodial care and the holistic development of PDL, but also highlights the ongoing commitment of the Cagayan de Oro City Jail-Male Dormitory to transparency, accountability, and adherence to international human rights standards.
